Watching Clouds Building was built in 1994, and was designed and contracted by Miaoli County Government. When the construction of the Observatory was completed, Mr. Lin Zhenlu, the official of the county government, visited the observatory and found that it was very pity that the design was not beautiful and artistic. Liu,Ying- Ko, secretary-general of Shengheng Palace, said to him: If you fight for funds, we will provide land to build another one, and he agreed. Therefore we asked the landlord Chiu, Hsin-Yi for land. Mr. Lin asked the Tourism Bureau of the Central Ministry of Communications for funds for construction. At that time, Nanchang Palace in South Lake was rebuilt, and there were more than 10 stone pillars which were historical and cultural artworks and they didn't want to preserve. Mr. Fu Guifa begged them to give the stone pillars to Shengheng Palace for preservation. Eight stone pillars were removed in good condition, each of which had couplets, fonts were the seal characters, and the guessing contest was also available during the tour. When designing, these eight stone pillars were specially designed in the building. Decorative artworks make Chinese people remember the historical culture which left by ancestors 200 years ago, it has great cultural value.
